Quality Team
Development Assessment Report
Date of assessment visit:14.11.02
Practice Lead: Maggie Perrin
Practice address: East Oxford Health
Centre, Manzil Way, Oxford
Primary Health Care Team’s strengths
in relation to the Quality Team
Development criteria.
Introduction
We would like to thank everyone at
East Oxford Health Centre
for the welcome we were given and
the hospitality we received.
We thought that the practice had a
very positive feel with everyone
working well together in a 'tight
space' and coping with a diverse
group of patients, and their
differing languages and cultures.
Although we were told that the day
was unusually quiet, we felt an
atmosphere of calm had been created
in reception by the combination of
the new sound-proofed screens and
ceasing to file letters / pull
notes.
We liked the practice's approach to
its away day. Using the first hour
to look at all the 'positives' that
have happened in the practice is an
excellent way of developing the
'feel-good' factor and developing a
good team spirit.
Access
Reception was well organised and the
staff were supportive to the
patients.
Team Values
The team very clearly had its
patients care as its first priority,
and there was considerable
commitment to the provision of a
high quality service. This was
evident by both observation and
discussion with team members.
Team working
The team worked effectively together
and we particularly noted that the
health visitors and district nurses
seemed to work as a cohesive team.
Priority areas for development
It is clear that the practice has
undergone vast change and many
improvements have been made.
However, during the day you
identified a number of priority
areas for future development that we
would like to support.
Team working
Getting together as a whole team has
become more problematic due to the
conversion of the team room into a
consulting room. Although 'as
required' meetings with the attached
staff occur, we feel that you should
be encouraged to review the
possibility of reinstating the
'coffee meeting' as this time is
invaluable for liaison and team
building.
Practice Nurses
We felt that the practice nurses
were under strain. Nurse triage is
being used but there are double and
treble bookings. Perhaps the staff
budget could be reviewed and
additional resources identified.
Practice Management
The practice manager, Maggie Perrin,
is very well organised and has
achieved a great deal in a
relatively short time. Maggie has
identified the need to review staff
roles and to delegate more to
relieve her of some of the 'hands
on' tasks that she is currently
doing.
This will give Maggie more time for
strategic work and should be
encouraged.
Clinical Protocols
Like most other practices, there is
the Forth Road Bridge task of
producing and updating clinical
protocols. We would recommend the
use of more templates and also the
production of a clinical protocols
programme to help provide structure
to this task.
Building Development Project
The redevelopment of the East Oxford
Health Centre site is an exciting
opportunity for the practice. We
believe that the involvement of the
whole team will be invaluable.
Computing
Within a relatively short space of
time the practice has successfully
introduced a new computer system and
scanning. You have however,
highlighted a couple of areas that
are in need of further
consideration. These are a more
streamlined system for visits and
contingencies in case there is a
computer crash.
Health and Safety
Specific comments noted.
